My dear Children-in-Christ,

PASTORAL ORDER
Re-structure and Appointments: USA Dioceses

May I, once again thank you all for the wonderful reception and overwhelming hospitality accorded my entourage and me
both in March and during the current visit. May the peace and blessings of our Lord and Saviour Jesus Christ continue to abide with you all. Amen!

As already stated in my letter of 19th April 2003 sent through the Head of Diocese, my visit in March to various Districts and Parishes and the private consultations with a number of Shepherds and members as confirmed by the long period of stagnation in the diocese suggest the need for a restructure and new appointments to move the church forward spiritually and administratively at this part of the world.

Without doubt, the Head of Diocese – MSE Anthony Iremirem has within the past two decades played a vital role in shaping and managing the diocese up till the present day. I want to sincerely thank him and all the officers for a job well done. May the good Lord of Celestial Church continue to sustain and bless them. Amen

We have currently come into an era of fierce challenge within the church and also within the community of churches. A challenge that calls for new orientation, knowledge enhancements, dynamism and resourcefulness. If this church is to move forward spiritually, administratively and be respected among churches, then we have to make an honest and dispassionate adjustment in our structure and administration. In view of these factors, the following shall be the new arrangement in USA dioceses effective from today.

1 For the purpose of efficient, smooth and grass-root control, the Diocese of USA is hereby divided into two Regions – Region A and Region B.

    5. Region ‘B’ shall be headed and coordinated by Snr. Evangelist Sola Makinde.

6.The two regions shall work closely together to ensure total unification and oneness of the church both spiritually and administratively.

    7. To ensure uniformity in information dissemination and also to foster and further reinforce oneness of inter- parish and inter-region activities, a Central Secretariat shall be maintained under the control of Region ‘A’:
Senior Evangelist Jacob Popoola shall remain the National General Secretary.
Senior Evangelist Michael Ojo shall remain the National Executive Director for Legal Services and National Special Adviser to the Pastor.
MSE Emmanuel Akande shall remain the National Director of Training and Manpower development.
The Secretary shall maintain an assistant in Region ‘B’ for easy flow and efficient dissemination of information.

    8. Each region shall maintain independent accounting and financial system. Each region shall render independent financial report to the Pastor quarterly. The first report for the quarter ending December 31, 2003 must be received in my office by January 15, 2004.

    The Report shall cover:

  • The financial contribution received from each Parish and District. For example, Pastoral and Imeko funds.
  • The spiritual report showing all spiritual activities and spiritual achievements of the Region.
  • Administrative report showing the administrative progress of the Region.
  • Any other information considered relevant to the overall progress of Celestial in USA & worldwide

    9. Each district Evangelist shall maintain harmonious relationship with each parish and shall ensure sustainable growth of the district spiritually and administratively. Any district Evangelist that is rejected by the majority of the parishes under his control shall be replaced.

    10. All districts must remit their Pastoral and Imeko fund into the regional account monthly and timely.

11.District Evangelists shall constitute district committees with representatives from all parishes under their control for effective financial, administrative and crisis resolution and control.

    12. Each Shepherd is the representative of the Pastor and is both the Spiritual and administrative head of the Parish. Shepherds must therefore conduct themselves and their affairs with the fear of God and conform to high ecclesiastical norms and standards. Shepherds who violate these codes shall be replaced.

    13. No new parish shall be opened without passing through appropriate district and regional machinery and approved by the Pastor.

    14. No shepherd shall be allowed to operate in any parish without the appropriate recommendation from the district and Region and approval of the Pastor. There shall be a spelt out qualification, appropriate period of training, attachment, orientation and swearing – in.

    15. The executive council of each Region shall consist of the co-coordinator as the head, the District Evangelists and executive directors. The names of the executive directors for each region shall be released within the next 3 to 7 days by Pastoral order after due consultation with the co-coordinators and district Evangelists. The councils shall be responsible for the day-to-day administration of the regions.

    16. A central committee shall be set up to review the Byelaw for subsequent approval by the Pastor.

    17. The Power of the office of Head of Diocese USA shall during this experimental period remain with the Pastor while MSE Anthony Iremiren shall remain the grand patron of the Regions, providing them with advice and guidance as may be required.

    18. Tenets and ordinances of Celestial Church shall be observed without making them a barrier to the overall supreme goal of souls saving.

    19. All clergies shall work hard for the restoration of the good image of the Church and appropriate machinery shall be set in motion for the education and training of all clergies at the Regional and diocesan levels.

    20. There shall be no double promotion in anointment exercise except in exceptional circumstances. Clergies anointment shall be at Imeko in December 2003/January 2004. Anointment to Most Senior Evangelist is currently receiving a review and possible changes in title, robe and basis should be expected in December 2003. Until then no anointment to MSE shall be granted.

    21. Only anointments received from the late Pastor/Founder SBJ Oshoffa, late Pastor A. A Bada, late Pastor Philip Ajose and currently by me should be recognized. Anointment is a divine recognition of spiritual growth rather than administrative expediency.

    22. Further Pastoral Orders should be expected to clarify and back up various formations at both the national, regional and district levels.

May the good Shepherd of Celestial Church of Christ – Jesus Christ Himself, continue to guide and bless His holy Church.

    Reverend Emmanuel M Oshoffa
    Pastor and Spiritual Head,
    CCC world-wide
